Meta charges per conversation, with everyone
Meta charges per-conversation fees for WhatsApp Business. The fee depends on the conversation category — service, marketing, utility, or authentication — and the recipient's country. These fees apply with every WhatsApp Business provider. There is no provider that "includes" WhatsApp without you paying Meta.
What platforms add on top
Some customer support platforms charge an additional platform fee on top of Meta's fees — either as a per-conversation markup or as a paid WhatsApp add-on bundle. Others, like Savena, do not: you pay Meta's pass-through fees and that is it. The WhatsApp channel itself is part of the standard subscription.
How to compare platforms honestly
When comparing WhatsApp pricing across platforms, ask three questions:
- Is there an additional platform fee for WhatsApp on top of Meta's fees? Some platforms charge $99/mo or more as a "WhatsApp add-on."
- Is the WhatsApp Business API included in the base subscription, or is it a separate plan?

Realistic budgeting

At 1,000 monthly WhatsApp conversations, expect a Meta bill in the range of $50–$300 on top of your platform subscription. That is the floor, regardless of which platform you choose.
